A highly respected and trusted resource in the regional construction industry is DeSalvo Construction Company Inc. (DCC), a successful general contractor based in Hubbard, Ohio, which has completed several of the area’s most visible commercial and industrial projects.

The firm is an accomplished leader in the regional building industry, offering a complete range of construction services from concept to management to successful project completion. A key strategy for DeSalvo is self-performing a large amount of the work on projects. Where most general contractors will subcontract for a variety of skills, DeSalvo has the trained staff to do the work “in-house.” Routine self-performing work includes foundations, masonry, metal studs, drywall, acoustical ceiling and other carpentry work.

“Self-performing allows us to continually manage effectively. We know what our customers expect and we demand and expect a lot out of ourselves for their sake,” said Joe K. DeSalvo, Executive Vice-President of DCC.

An equally-important strategy that keeps DCC at the top of preferred contractor lists is the company’s flexibility. “We approach everything on an as-needed, per project basis. “There’s no boilerplate map that we use, except that the client comes first.”

Joseph A. DeSalvo is a long-time construction veteran, and founded DCC in 1984; he remains on the job as company president. Joy, Joseph’ A.’s wife, is vice president.

The DCC team is constantly striving to anticipate and understand the needs of its customers. That was the case in the healthcare market, which prompted DCC to be among the first construction firms in the country to have its members earn Certified Healthcare Constructor (CHC) credentials. The CHC credential is recognized by the American Hospital Association and the American Society for Healthcare Engineering.

“The major emphasis on health care construction is the patient 
is first, so when you’re working in a hospital environment, infection control 
is a major concern for everyone involved” the patients, the staff, the doctors, and 
also the contractors,” Joe K. said.

DCC is a general contractor for the healthcare industry in both new construction and renovation projects. Notable projects include the Saint Elizabeth Boardman Health Center’s emergency department expansion at the Boardman campus and additions and renovations to Belmont Pines Hospital.

Dozens of skilled craftsmen and an experienced office staff keep DCC humming. DCC operates on a team concept. The staff and field members have established a standard of excellence that is well recognized in the construction industry. A union shop, DCC is able to staff complex projects with trained professionals.

“We wouldn’t be able to effectively deliver the type of work and complexity we specialize in without a highly-trained workforce and a good draw of manpower from the skilled trades,” Joe K. states.

DCC works hand-in-hand with various training centers to keep its key personnel trained and safety-certified. In fact, DCC was one of the first firms in Ohio to launch the drug-free program.

DCC is also a member of The Builders Association of Eastern Ohio and Western Pennsylvania (The Builders). The Builders represent employers in Trumbull, Columbiana and Mahoning counties in eastern Ohio and Mercer and Lawrence counties in western Pennsylvania. The group services 15 different skilled trades in the region, and is an ongoing resource for union construction contractors such as DCC. Members of The Builders have access to state-of-the-art education and training, unlimited manpower from apprenticeship and union labor halls, contract negotiation support, and a pool of technical, administrative and support resources.

Joe K. is a member of The Builders’ executive committee and is chairman of the Construction Advancement Program. He also is on the apprenticeship committee for the areaÂ’s bricklayers union, is a trustee for Local 43’s pension fund, and serves on several Builders Association negotiating committees.

Working with The Builders, area training centers and gaining certified credentials are strategies that DCC uses to service 
its customers. “We strive to protect 
the customer by closely managing the project schedule and budget. We also 
have an excellent track record of completing our projects ahead of 
schedule and within budget.”

Several recent examples of DCC’s track record are Sweeney Chevrolet, St. Elizabeth’s Emergency Room, and Panera Breads (Shadyside and Settlers’ Ridge). Those projects were completed early and under budget, as were local schools: Wilson, Willard, Martin Luther King Jr. Elementary, Paul C. Bunn, and university project at Kent State University McDowell Hall.

DeSalvo credits experience, being highly organized, and in-house systems that were created and initiated by Joe A. Over the years these customized systems have allowed DCC to efficiently manage its projects.

“When we estimate projects, we estimate everything out to the smallest, finest detail of the project,” Joe K. said. “Because of the higher volume that we do, we are able to spread out and get volume buying and discounts, which are passed on to each individual client.”

DCC primarily works in Ohio, Pennsylvania and West Virginia, but has completed work in Virginia and Tennessee, as well.
